Mill Rate Stabilization Fund

We have experienced significant fluctuations in expenditure budgets related to the regional school district shifts in student population, and are interested in establishing a mill rate stabilization fund. If your municipality has implemented something similar, I would appreciate it if you could share any relevant language, approval processes, parameters, or insights.
