Affordable Housing Trust Fund

The Town of Madison is considering creating an Affordable Housing Trust Fund. Are there any other small towns (less than 20,000) that have created a fund of this type? What is the benefit of a Trust Fund over a Special Revenue Fund? I would appreciate any feedback on this topic. Thank You, Kristen Bartosic Town of Madison
