The Town of Morris, Connecticut is requesting proposals from qualified independent public accounting firms, in accordance with the provisions of the Connecticut General Statutes, to conduct an examination and to render an opinion on the annual financial statements of the Town. Proposals will be received at the First Selectman’s Office until 12:00 p.m. on Friday, June 19, 2026, at which time no further proposals will be considered. Hi. We are being audited for a 2015 school construction project and because we only had 2 bidders for our Construction Mgr the auditor is saying the expense is ineligible because the minimum is 3. It's a significant expense and the project mgmt firm who assisted with the bid process was bought out by another firm since then but an employee of the newer firm does have a recollection of the project and believes the state law in 2015 didn't require 3 bids but required the RFQ to go out to at least 4 firms. Has anyone else dealt with this issue on their school construction project audit .

Hi Everyone - I'm presenting on a panel about the pros/cons of outsourcing payroll. We outsourced payroll in Newtown with ADP and have been happy with the result but not everyone has the same experience. Would anyone be interested on presenting with me on this topic? GFOA is struggling to find additional panelists so happy to refer anyone who is interested to the staff person who is coordinating the event.

I'm updating our purchasing policy. Newtown's public bid/RFP threshold is $50,000 but Connecticut General Statutes set the threshold at $35,000. Do any other towns have higher thresholds than the state and what is the legal rationale for the higher threshold? Thanks!
