For Towns and Board of Educations that have a shared OPED Trust does the Town require the BOE to contribute to the ADC?

The Town and BOE separately contribute a fixed amount of $100,000 to our shared OPEB. The liabilities are roughly similar for both, although the underlying calculations are entirely different. The last couple budget seasons have been tough and OPEB contributions are the first to go because we 100% fund the retirees' benefits and collect premiums in the main Medical Self Insurance Fund instead. Eventually, retirees would move to the OPEB fund in theory. However, retirees are a favorable pool for the Self Insurance Fund and our self insurance fund has a massive deficit, so OPEB is not likely to receive a contribution for several future budget cycles!

The Town of Guilford has a shared OPEB Trust Fund that includes the Town and BOE. We have separate ADC's that we are required to contribute each year.

Hi. We are in an unusually positive situation in that our OPEB is overfunded and we are not required to budget the ADEC contribution. However, when we were contributing prior to the OPEB trust attaining an overfunded status, the BOE was required to contribute as well.
