supplemental Education Aid

Can anyone tell me if this new figure we are to receive treated the same as ECS funds?

    In New Milford, we are running it through General Fund like ECS and other state aid. BOE budget remains the same, non-tax revenue increased, so the amount to be raised by taxes is lower triggering decrease in mill rate.

    From here https://schoolstatefinance.org/reports/k-12-education-funding-in-revised-state-budget-for-fy-2027rnIt does say that it's not ECS. rnI believe in some correspondence CCM also mentioned that it's not considered ECS.rnThis supposedly passed https://www.cga.ct.gov/2026/amd/H/pdf/2026HB-05563-R00SA-AMD.pdf rnwhere Sec. 503 on page 5 allows to lower mill rate by the amount of supplemental aid as long as BOE budget does not fall below certain level. rn

      Martin Heft from OPM sent out an email today with guidance on how to handle accounting for this additional grant and how to report on use.

      Glenys, rnIf the Town were keeping it as an offset of the BOE budget, then I would book separate like Excess Cost Grant. In Wilton, the BOE is using the funds to augment their budget so it will be booked by them in their BOE grants outside the GF. I cannot increase their GF appropriation for this additional amount now after budget passed by Town vote.

      So are you flowing it through the General Fund like ECS or maintaining separately like the Excess Cost Grant?
