School Construction Bids

Hi. We are being audited for a 2015 school construction project and because we only had 2 bidders for our Construction Mgr the auditor is saying the expense is ineligible because the minimum is 3. It's a significant expense and the project mgmt firm who assisted with the bid process was bought out by another firm since then but an employee of the newer firm does have a recollection of the project and believes the state law in 2015 didn't require 3 bids but required the RFQ to go out to at least 4 firms. Has anyone else dealt with this issue on their school construction project audit .
